lpv:spoken text	"I voted with my S&D colleagues in favour of this report, which underlines the need for simplification of administrative procedures and better access to financing for SMEs. Furthermore, it stresses the role of local governments which -directly or otherwise – are involved in programme monitoring committees. However, many of the local authorities are still lacking the administrative capacity to properly participate in the Operational Programmes (OPs). Therefore technical assistance and their early involvement in the discussions regarding the OPs are crucial."@en1
