"Mr President, the United Nations Convention on the Rights of Persons with Disabilities is the first and only international treaty that the EU has ratified. Three countries including my own, Ireland, have still to ratify, but I hope we will do so by the end of the year. Today we are discussing Parliament’s response to the CRPD concluding observations as to how we are implementing the Convention, and in this context I want to thank our colleague, Helga Stevens, who has been an excellent rapporteur. So what is Parliament saying? Well, the process of drawing up the document was as important as its content, and in that context people with disabilities were involved in all committee meetings which were accessible. So the phrase ‘nothing about us without us’ was taken seriously by the rapporteur. We also see that the principle of stakeholder consultation is woven right throughout this report. The report takes a rights-based approach and in order to vindicate those rights we need adequate legislation. We already have anti-discrimination in the area of employment and occupation etc. but we need to find some solution to the fact that the anti-discrimination directive which would ensure equal treatment outside the labour market is stuck in Council. Our role here is as legislators, as is that of the Commission, and in that context we have to ensure that all legislation is disability-proofed – both current and future regulation. In this context also I want to agree with my colleague Richard Howitt when he asks the Commissioner to go above and beyond what is already in the pipeline. The rights of persons with disabilities must be mainstreamed in our work here; it must never be an add-on. Once we have that mind-set, I believe we are on the right road. There are excellent proposals in this report but I shall just highlight three which I think are of crucial importance. First of all, support for independent living, secondly equal opportunities for employment, and thirdly equal access to the digital society."@en1
