"Madam President, with or without Brexit, the EU budget needed reform. We should be spending more of the EU budget on creating growth and jobs. So, for example, we should be spending more of the budget on structural funds to create investment in infrastructure and training projects. We should be supporting the continuation of the Youth Employment Initiative, as youth unemployment remains a scandal right across the European Union. We should also be supporting more investment in innovation, research and development for our businesses and for our universities. Now is not the time to reduce funding which can improve our economy. We also need a more flexible budget to deal with crises as they arise. For example, the refugee crisis has been mentioned, but also we have a crisis because of Brexit. There is no doubt that regions across the EU will now face a cut in funding because of that. Finally, I would say, although there is no appetite in the Commission or the Council for major reforms of the MFF, we should take this opportunity to seek reform."@en1
