"Mr President, I think in some respects it is disappointing that we have to have this resolution. We do have to have it because, any place where there is violation of human rights, then it is only right that the European Union should express its advice and its opposition to that type of development. The reason I say it is disappointing is because I was part of the European delegation to Vietnam last November. It is a lovely country; we were treated very well; they obviously have a high regard for cooperation with the European Union. Subsequently we signed the free trade agreement with them. Indeed you would think, from observing people as they go around on their little motorbikes, that everything is lovely and happy. They are making great progress, but obviously in the area of human rights a lot more needs to be done. Yesterday, we had an ASEAN delegation meeting here, where there were representative from Vietnam and the other nine countries involved, and human rights was discussed. It is by continuously raising this issue and maybe having it as a for future cooperation that they will gradually move to do the right thing with regard to respecting human rights, religious leaders, etc."@en1
