"Despite support for enhanced cooperation, concerns remain over human rights issues in the Philippines. However, I believe the underlying significance of cooperation between the EU and the Philippines is that increased trade and investment will be critical in helping to solve many of these very problems. Opening up markets will empower the Filipino people, creating wealth and prosperity and a new socio-economic class that will have the clout and stability needed in order to achieve real change. They will be the leaders of tomorrow who will be best suited to tackling pressing domestic concerns, including the human rights issues brought up by my colleagues. Nonetheless, the Philippines should be commended in other areas, such as the Mindanao peace settlement with the Moro Islamic Liberation Front – it is a significant political achievement – as is the Republic Act criminalising enforced disappearances. Let us also hope that the Philippines adopts an even-handed approach in the ever more unstable South China Sea and that the security risk that is Abu Sayyaf, a terrorist group linked with Al Qaeda and Daesh, is swiftly dealt with."@en1
