"Mr President, it is important that the Parliament and the Council have managed to find a compromise on this Directive. MiFID II and MiFIR are two of the biggest pieces of financial services regulation that needed to be resolved post-crisis. Our aim was to protect the investors, increase transparency and tackle speculation. That is why we have introduced new rules here. However, it is regrettable that the issues around the IT infrastructure make it necessary to postpone MiFID and MiFIR by a year. I echo what has already been said, that the Commission should not take this as a carte blanche. I expect clear and regular reporting on the progress towards the new implementation date of 2018, and I would be deeply disappointed it we were not able to be ready by 2018. I do not think we could tolerate another delay. Hand in hand, we need to see progress on the Level-2 measures stemming from these, taking into account the concerns that Parliament has raised, in particular the new regime in trading in commodity derivatives. Our intention is to ensure that the financial traders in commodity markets do not drive up food and fuel prices, which affect ordinary people, not just in my constituency, but across the whole of the EU. Finally, I expect the Commission to set the detail of the new regime in the Level 2 and not water down the ambitious agreement we have achieved at Level 1."@en1
