"Mr President, I think the general impression is that the smaller the company, the more tax they pay, and the bigger the company, the less tax they pay and the better they are at avoiding tax. This has been recognised globally and now measures have been put in place to deal with it – and rightly so, because it is costing the European Union billions every year. Having said that, I must take issue with my Irish colleague from the GUE/NGL Group, Mr Carthy, who pointed the finger at his own country, Ireland and indeed went into rather a lot of detail, which was totally unacceptable. I just want to remind him that Angel Gurria, Secretary—General of the OECD, said of Ireland, ‘I am very happy, very proud, to say Ireland has been a strong and very exemplary case of adapting and adopting’. We fully support the Commission’s measures on tax transparency. That is why we feel that the OECD BEPS proposals are the best ones right now. We must make sure that we do everything we can to ensure that they are adopted right across the European Union. We do not think, though, that tax harmonisation is the way to go, because the setting of tax rates is a matter for the Member States’ competence. Having said that, there is huge scope for us to develop and to improve the situation so that all companies pay their fair share of tax within the European Union, and so that we can continue to grow our companies and attract foreign direct investment into the European Union and get jobs and growth, which is necessary."@en1
