"Madam President, producers across Europe are not anti-trade; they see the value of fair and free trade. In my constituency in Northern Ireland, for example, we are large exporters in the agri-food market. However, while the principle of these trade deals being pursued by the Commission may be sound in practice, many feel that agriculture is being used as a bargaining chip and kept to the end of the negotiations – and I refer to the TTIP aspect of that as well, even though that may have gone on the back burner a bit until after the Presidential election. The possible conclusion of the Mercosur trade deal is what is now giving many in the agricultural community a great deal of worry. In particular, there is grave concern about the Commission offering a quota of 78 000 tonnes of beef, of which 39 000 tonnes is high-quality beef at a tariff rate of 7.5%. Commissioner, can you confirm what Commissioner Hogan has said today in Wales – that it is off the table? It would be useful for many of us to know if that is a fact. A majority of Member States, I understand, have made their position about this very clear to the Council. If that is the case, it is certainly welcome that Mercosur countries are already a major agri exporter to the European Union – 86% of our beef imports and 70% of our poultry meat imports, and I do not think that the market can absorb much more. I understand that we are looking at the moment at how much more we can absorb within Europe from other Member States. I think that we should wait for that report to come from the Commission, to see how much more the European Union can actually absorb as far as the extra exports would be. Commissioner, you cannot expect us to stand by and allow our beef, poultry and pig industries to be destroyed on these negotiations."@en1
