"This report contained a number of important provisions and in particular the focus on Community-Led Local Development (CLLD) was very welcome. The report was concerned with increasing the use of two new instruments for cohesion funding, namely Community-Led Local Development (CLLD) and Integrated Territorial Investment. ITIs allow for a strategic bundling of funding to meet the goals of priority programmes. These tools, if used more widely with a multi-fund approach, can increase flexible and more appropriate use of cohesion funds for local communities, regions and other sections of society. My party have been supportive and have encouraged the use of Community-Led Local Development as it is focused on a grassroots approach, empowering people from the ground up. As the shadow rapporteur on this file, I introduced a number of amendments to ensure that this bottom-up approach is paramount, as well as ensuring that cross-border regions are better taken into account in the use of this funding. Moreover, CLLD is based on the experience in Ireland of the LEADER approach to funding. My party have fought very hard on the issue of LEADER to ensure that funds are firstly received and secondly distributed evenly, equitably and effectively within the communities that need them."@en1
