"I supported the Parliament´s resolution postponing its decision to grant the Secretary-General of the Council discharge in respect of the implementation of the budget of the European Council and of the Council for the financial year 2014. This is of course not the first time Parliament has done so and the reason unfortunately remains the same - since 2009 there has been a continuing lack of cooperation of the Council in providing relevant information. As a result, more than €3 billion in public funds have been spent without proper scrutiny. Parliament has a right and duty to scrutinise the entire Union budget to guarantee transparency and democratic accountability for EU taxpayers and so the Council must be transparent and fully accountable to citizens for the funds entrusted to it by taking part in the annual discharge procedure just as other Union institutions do. I also want to highlight the resolution´s concern at the lack of transparency of trilogues and conciliation meetings and its call on the Council to systematically increase transparency and integrity with regard to the negotiations. This is something that I and the ALDE group have repeatedly called for in the interests of transparency for citizens."@en1
