"Madam President, over the past year, Bosnia and Herzegovina has taken steady steps on its European path. Twenty years after the end of the Bosnian war the country presented its EU membership application. It was a welcome step forward, and we call on the Council to examine this application at the earliest opportunity and to forward it without delay to the Commission in order to start the preparation of the . How Bosnia progresses should be of importance to the EU as we seek to bring stability and prosperity to our neighbourhood. Euro-Atlantic integration remains the best hope for a stable and prosperous Bosnia. It will be a long journey for the country but it is an important one. Many outstanding issues remain, however. Addressing the socioeconomic problems is an immediate priority. We must keep the government accountable for public administration reform and support initiatives improving economic growth and social justice in Bosnia. That is what ordinary Bosnians want and need. I am particularly concerned about the nationalistic rhetoric that still dominates Bosnian politics. We must be firm against those who attempt to promote secession and undermine judicial and state institutions. Also worrying is the most recent case law and practice of the Bosnian state court and state prosecutor’s office. As part of the structural dialogue on justice, we must work hard to further professionalise and depoliticise these institutions. If we do not ensure respect for the rule of law, backed by a credible judiciary, all our other efforts will fail. Constitutional change will also eventually be needed for the country to transform it into a fully functional, democratic and inclusive state. It is also essential to promote education in order to break down the ethnic barriers, while guaranteeing the right to educate children in their own language.
