"Mr President, I welcome the Commission’s proposals of today and congratulate Commissioner Hill for bringing those proposals forward. I think there is huge public support for his initiative and that of the Commission when it comes to tax transparency. We should not, however, confuse tax competition on the one hand and tax transparency on the other. It is perfectly logical that we can have both, and we need to have both so that Europe remains strong and we can compete against the United States and other regions of the world.
I very much support the fact that in the proposals announced today, the Commission has set out its view that companies who operate in Europe can no longer aggregate what they provide in terms of offshore locations. It now has to be provided offshore by offshore, as it were, and also that would be crucially important for making sure that there is some confidence in the use of those companies wherever they have their operation. Finally, I want to say this. If we can do anything to speed up this procedure, rather than having it in place in 2018, we should be ambitious enough to have this in place in the earliest possible timeframe."@en1
