"According to a 2014 Eurobarometer opinion poll, 44 % of European Union citizens feel that they have limited understanding of how the EU works and 52 % of Europeans believe that their voice is not taken into account. This disconnect from political institutions also exists at national and local level, with few people voting in the UK Police and Crime Commissioner elections, for example. Enhancing dialogue about the EU in public spaces is important in order to rebuild citizens’ involvement in common European ideals and fundamental values of freedom and democracy, as enshrined in the treaties. Sharing knowledge about the EU in formal, non-formal and informal education settings is a way to address democratic deficits and tackle the gap between the voice of European citizens and the EU institutions. I fully support citizenship education in schools. However, ‘education’ remains a Member State competence as reflected in the non-legislative status of this report which seeks to support educators and learners through the sharing of best practice. I am very proud of schools and education organisations in my region which have recognised the democratic deficit and are addressing it through innovative programmes to teach pupils about their rights and responsibilities in respect of British, European and global citizenship."@en1
