"On 16 December 2015, the Permanent Representatives Committee (Coreper) approved a compromise text agreed with Parliament on a directive on procedural safeguards for children in criminal proceedings.
The purpose of the directive is to provide procedural safeguards for children who are suspected or accused of having committed a criminal offence.
The directive will be applied to children suspected or accused in criminal proceedings until the conclusion of the proceeding which means the final determination of question.
The text agreed with the Council is very clear on the definitions, as they have been considered an important element clarifying the scope and the application of this directive, in particular: the definitions of ‘child’, which means a person below the age of 18 years, and that of ‘the holder of parental responsibility’ which means any person having parental responsibility."@en1
