"I would like to emphasise that the European Central Bank must always include a social perspective in its decision-making on monetary policy. All of its innovative non-conventional policy instruments must aim to have a direct impact on the real-economy, and improve the lives of those who are most excluded, vulnerable, and marginalised in our society. The ECB must also take into account a gender perspective in all of its decision-making.
As the ECB works to create favourable financing conditions for businesses, especially SMEs, it must take into account and give high priority to the needs of those facing obstacles in accessing finance, particularly those experiencing multiple discrimination, social marginalisation and exclusion. This includes specifically the access of women entrepreneurs to finance, particularly in vulnerable communities. The ECB and financial institutions across Member States must work with stakeholders to formulate policy instruments which will allow equitable access to finance and give attention to the key role played by cooperatives and mutuals in this respect."@en1
