"Mr Pittella, I need some clarification, because I was listening to what you said, and – if I got the gist correctly – you seem to be saying that there could be no discrimination in social rights. Paltry as the agreement that Mr Cameron has come back with may have been, it does say that – for a period, anyway – we can pay people child benefit at the rate in their own country and not in our country. That would be discrimination in the real sense of the word. I believe you said something like ‘we will have to see what happens when the legislation comes through Parliament’. Are you saying that this legislation could be different from the agreement, and that the agreement may be changed, or – as previous speakers have said – it will not be changed? Which is it? Are you saying that Parliament could change it if it wanted to? Will it?"@en1
