"Madam President, I would like to thank the Minister for staying for the debate. This is a simple and straightforward issue. We talk a lot about transparency in this Parliament, and we genuinely believe in it. But sometimes it is difficult to accept what we hear from the Council, and that is certainly the case in this situation. It is difficult to accept that the Council has not yet managed to resolve this existing impasse. I would like to be able to understand why this situation is continuing. I was going to ask you, of course, whether you were taking an active role, but you have already told us: yes. Great news. So maybe I can ask you for a little bit more detail about exactly what you are doing, and maybe you could be just slightly more transparent about the negotiations within Council as to how you are going to resolve this issue.
Obviously, it does affect the way that the world looks at the European Union. It is regrettable that eight Member States have had to unilaterally go forward, but I do not blame them: I think it gives the clear impression that they are getting a little impatient. So please, Council, wake up and get on with agreeing this very sensible notion."@en1
