"Numerous petitions from EU citizens with print disabilities have been received, calling for blind people to have access to books and other print products. The World Health Organisation estimates that in 2010 there were a total of 26 350 000 European citizens suffering from visual impairments. In contrast only 5% of all books published in developed countries and fewer than 1% of those in developing countries are made in accessible formats.
Both the EU and its Member States are parties to the UN Convention on the Rights of Persons with Disabilities. The UN CRPD Committee encourages the European Union to ratify and implement the Marrakesh Treaty without delay. Article 24 and 30 of the UN CRPD recall the rights of persons with disabilities to education on the basis of equal opportunity. Despite seven EU Member States attempting to impede the process of ratification the Council and the Member States should ratify the treaty as soon as possible. Ratification should be possible without the revision of the EU legal framework of a decision of the Court of Justice of the European Union."@en1
