"Mr President, it is my view that the UK proposals, which we now have, form the basis of a good deal, and a deal which includes all four of my Prime Minister’s major issues of concern. We can confidently put that in due course to the British people. This is never going to please those who have always wanted to leave the EU regardless, nor will it be music to the ears of Euro-federalists. Some of the details still need to be worked out and there are still matters that require further discussion. But if we can finalise this work in the upcoming European Council, then we will have a deal that I would welcome. We must emphasise that any good deal must also just be the start of the wider long-term reforms for the whole continent. The reforms must not just be for the benefit of the UK but for the prosperity and the security of the whole EU, and indeed for future generations as well."@en1
