With the freedom of movement across the EU, it is right that Member States work with one another to tackle those employers perpetrating undeclared work who attempt to hide behind borders. Undeclared work has multiple highly negative consequences: severe exploitation and precarious working and living conditions for millions of workers throughout the Union, grossly unfair competition that is deeply disruptive to the single market, as well as serious losses to the budgets and social security systems of the Member States."@en1
