"Undeclared work leaves workers vulnerable to exploitation, tax payers short changed and responsible employers undermined. 600 000 undeclared workers in Britain need today’s recommendations for European action to bring them in to the formal economy, to prevent and deter undeclared work, now and in the future. A British Government study described the difference between the average ‘value added’ in national statistics and the local calculation as one measure of the ‘shadow economy’ and thus the incidence of undeclared work. In my own constituency it estimates this to be 15% in Lowestoft, 17% in Clacton, 20% in Southend and 23% in Great Yarmouth. People here are left unprotected, can be fired without warning, do not receive holiday or sick pay, and have reduced benefit entitlements. The root causes of this undeclared work derive from economic failure, low social protection and higher poverty levels. The communities I represent in the East of England deserve better. European action to promote worker protection will mean fewer undeclared workers. But it also means better protection for all those who suffer low pay and job insecurity. Let’s provide a hand-up to protect those forced to rely on cash-in-hand."@en1
