"Mr President, market economy status for China is probably one of the toughest issues that the European Union will deal with this year, and there are a number of aspects that we must bear in mind during this debate. Firstly, following the opinion of Parliament’s Legal Service, the Commission has to be conscious of its commitments under WTO law on changing its anti-dumping regulations to take account of the expiry of Article 15a under China’s accession protocol.
On the other hand, I am more than aware of the importance of this issue, given that my own Member State’s steel industry is currently on its knees and may never recover. This is largely due to Chinese steel being sold on the world market. It is therefore vital, whatever action is taken about the protocol, that EU anti-dumping law retains the ability to take swift and effective action to tackle anti-competitive market practices.
Therefore I call on the Commission to include, as part of its strategy over the coming months, a detailed impact assessment on the changing of the methodology for anti-dumping duties, but also to look at the full remit of the trade defence instruments we have at our disposal."@en1
