lpv:spoken text	"I voted against this objection, which takes no account of the positive steps taken by Kyrgyzstan to improve their human rights record including efforts to guarantee the independence of judges and the direct applicability of international treaties (including the Convention on Torture) before the courts. GSP+ is a very important tool in further motivating Kyrgyzstan to continue reforms. Indeed, it is the very objective of GSP+ to help poor and vulnerable countries like Kyrgyzstan to improve their record in implementation of international conventions, despite strenuous economic conditions. So I feel it is counter-productive to exclude Kyrgyzstan from GSP+."@en1
