lpv:spoken text	"Madam President, the committee whose decision we are here discussing took that decision on the same day that we as a Parliament took a very clear decision for ambitious targets with national emissions. This was sold to us as a technical change when in fact that change was political. Dirty air kills. We are only now coming to know the full extent of how much dirty air is killing our citizens. We have known since 2006, but there has been a discrepancy between laboratory tests and real world emissions. Indeed, the Commission itself acknowledged this in 2011. We cannot have a situation where, nearly a decade after initial reports, we have to choose between the delay of badly needed real world driving emissions tests and between the standards that have already been decided between this Parliament and the Commission. Commissioner, we cannot have any last-minute decisions made behind closed doors. We must come out of this process with a fair and consistent pathway to cleaner air, with the agreement, and the accountability, of this Parliament."@en1
