"Mr President, can I congratulate the rapporteur, Mr Langen, and also congratulate the Commissioner on her speech to Parliament this evening? It is crucially important that we have a fair competition policy to ensure that the single market works for everyone. We have to make sure that if dominant players are abusing their position then we have a strong position against that, and I very much agree with what the Commissioner said this evening in terms of adapting more power to national competition authorities. It is really important that more power be vested in the 28 competition authorities, and that they can go after bad practice wherever they see it. I also agree with her that we need global enforcement, especially at an OECD level. My concluding remark is that, where investigations are taken up by the Commissioner and her DG, it is crucially important that they are brought to a speedy conclusion. It is important that they are evidence-based and that they are legal-based, not based on political rhetoric from this House or elsewhere, not based on an anti-US bias, which sometimes is heard across this Chamber, but are based on fact and evidence, not based on supposition. I think it is crucially important – as the point was made some time ago – that where those investigations are taken up they are concluded in a timely way. It does not help competition policy in Europe for extended investigations to be taking place over a four- or five-year period. I greatly respect the Commissioner, as she knows; we worked in a previous life together. I also know that many of these cases were taken up by her predecessor. It is now time to resolve them for competition policy, for a fair industrial policy and for a level playing field across the European Union."@en1
