"This report is vital in order to understand how Member States do business, selling arms to countries at war with their neighbours and often at odds with international humanitarian law. I congratulate my colleague, Bodil Valero, on this dossier. Europe’s security environment has changed drastically and, of course, EU rules on arms exports must be tightened.
But if the rules are not implemented then they mean nothing. We must name and shame Member States for failing to meet their legal obligation to supply arms export data to the EU and not complying with the existing legal framework. I am afraid this includes the UK. France and Greece have also not provided any data at all. This vicious circle must be stopped. It is a modern day tragedy – we do not know where these weapons end up and there is a real risk that they will fall into the hands of repressive regimes, criminals and terrorists in Europe, and be used against us. We can never be sure how the political and security situation may change in the countries we do business with; this is why a stricter risk assessment is so important and I call on my colleagues to back this report."@en1
