"Mr President, the Dayton Peace Agreement signed 20 years ago brought an end to the war but is not allowing Bosnia to progress. Dayton was envisaged as a transitional compromise among parties in conflict, not a long-term solution, and would create a democratic inclusive and modern society that the people of Bosnia deserve. Initially, Bosnia made terrific progress rebuilding and reforming rapidly after a brutal four-year war. It was only in the last decade that we have seen the deterioration of progress. This is because some Bosnian politicians exploit Dayton, promoting old ethnic divisions and undermining efforts to move the country forward. Bosnia has been held back while neighbouring states have moved ahead towards the EU and NATO. Constitutional change will eventually be needed for the country to transform it into a fully functional state.
However, let us not use Dayton as an excuse to say that no progress can be achieved under it. Let us not use it as an excuse to stall reform and keep Bosnia from moving closer to EU membership. As an S&D rapporteur for Bosnia, I will, together with colleagues in the Group, do my utmost to help Bosnia apply and then negotiate EU membership. For me, addressing the socio-economic problem is key. This has also been repeatedly promised by all Bosnian politicians, and we need to hold them to their word. Also, I would like to see more civil society, minorities and youth engaging to be part of an open dialogue. Out duty is to promote education and remembrance. It is essential to break down the ethnic barriers so that the next generation does not inherit the prejudices of this one. That is what building democracy is all about. Meanwhile we must be firm against those that attempt to undermine Bosnia’s judicial institutions and promote secession. The changes moving Bosnia forward will have to be driven from within. However, we on the outside have a responsibility to continue encouraging and supporting this process."@en1
