"Future technical measures must be simple and clear so that they can be easily understood by fishermen. As far as possible, they should be adapted to the specific needs of each fishery and each region (regionalisation). However, provisions that are common to all sea basins or unlikely to be modified in the foreseeable future must be adopted by the EU co-legislators under the ordinary legislative procedure, i.e. codecision. Indeed, full regionalisation would not be compatible with the CFP, under which the EU has sole competence, given that the resources are shared.
Finally, fishermen must be far more closely involved in the decision-making process, down to the very last detail of the technical measures. Incentives must also be provided to ensure compliance therewith."@en1
