"Mr President, I am pleased to note that the situation in Hong Kong has rightly been highlighted in this report. This former British colony was, of course, guaranteed political independence under the ‘One State, Two Systems’ agreement following the transition of British sovereignty to China in 1997. Hong Kong is a good example of a successful, and mostly democratic, Asian territory holding elections and continuing to use a system based on English common law. However, around a year ago, China attempted to interfere in the election of the Hong Kong Chief Executive, proposing that only candidates from a pre-selected list were eligible to stand. I pay tribute to the Legislative Council of Hong Kong who rejected these proposals in June, but I remain concerned by further possible Chinese interventions in Hong Kong’s democratic affairs. Hong Kong’s ability, as guaranteed by the Sino-British Joint Declaration, to continue to operate as a free and democratic territory must be maintained."@en1
