"Mr President, I welcome this proposal and I want to congratulate my colleague Teresa for her work in highlighting the need of victims right the way across our society. As others have said, we have a responsibility to help those people who are innocent victims of terrorism, right the way across the 28 Member States of the European Union.
In our own country in Ireland, we were subjected for over 35 years to an illegal, criminal campaign by the IRA and other organisations which killed people, intimidated people, criminalised people, and especially ensured that the proceeds of their activity in crime were put underground and used for other alleged activity.
The point is this: we have a responsibility to support people who are dealing with their injuries and who are dealing with bereavement. In the circumstances where our country, especially, has gone through a transformative process as a result of the reconciliation – the peace agreement – we need to do much more now.
I call on the Commission to see within six months whether or not all Member States of the European Union have transposed the legislation that this House passed, and I call on the Commission to name those Member States where much more needs to be done."@en1
