"Mr President, I think we all agree that women are woefully under—represented both at management level and at board level across the EU, albeit with differences between Member States and with things improving, which we should acknowledge. However, while I have always believed that the best man for the job is usually a woman, I do not like quotas. I never have. I find them just a little bit demeaning. I do believe in merit. I also believe in subsidiarity and my – and indeed my government’s – objection to this has largely been on the grounds of subsidiarity, and that this is a decision that should be made by Member States. So I was not expecting to see much in the Council position to interest me. So what a surprise to read Article 4 on flexibility. Thank you, Luxembourg – at last someone is listening! Maybe, just maybe we have the beginnings of an agreement here. I wish you the best of luck."@en1
