"For the last three years I have had the privilege of serving as Honorary Vice-President of Britain’s pre-eminent animal welfare organisation, the RSPCA. In that capacity, I am proud to support today’s vote for a new and ambitious EU animal welfare strategy. Sadly, in my own East of England constituency, for the last year in which figures are available, some 232 people were convicted for animal neglect and cruelty. That is why I draw attention to paragraph 8 in particular, arguing the need for more effective implementation and enforcement of current EU legislation relating to the welfare of animals. In that context, and without seeking to politicise an organisation which remains absolutely true to its charitable status, I do want to place on record my deep concern at Conservative attempts to prevent the RSPCA from undertaking its prosecutory role. Animal cruelty is a crime. The RSPCA has an outstanding record for prosecuting those responsible for animal cruelty. It is the perpetrators of animal cruelty who have to be stopped, not those who prosecute them."@en1
