It says in the report that it has gone from 4.5% to 4.4%, which is pretty much staying exactly the same, and that is only based on a statistical sample. We do not know whether it actually, overall, went up or went down. My point is that we have to look beyond just the error rate and actually look at the question of whether the money that is being spent is achieving its stated aim."@en1
