"Since the publication of the Commission’s Draft Budget in May 2015, a number of significant events have occurred with budgetary implications, relating to Greece, the agricultural sector, and most importantly the migrant and refugee crisis. However, instead of de-prioritising less important spending programmes and re-allocating funds to short and medium term priorities, the Parliament and the Commission have focused their efforts on pushing for a larger budget. The UK delegation has consistently argued against any increase in the EU budget. The EU budget should live within its means as agreed in the MFF. We believe the same budgetary rigour applied to national spending should be applied to EU spending. The result of the Conciliation Committee does not sufficiently satisfy these principles.
This is not to say that the Draft Budget is without any positives. An increase of funding for research and innovation programmes like Horizon 2020 is a very much welcome addition. Nevertheless, there remain a number of highly problematic elements which I cannot support. It is for these reasons that I voted against."@en1
