"The mobilisation of the Flexibility Instrument allows for the financing of expenditure which could not otherwise be financed within the limits of the ceilings under the multiannual financial framework (MFF). The amount under consideration in this proposal is EUR 1.5 billion, and I have some concerns about this mobilisation. There is still room for redeployments within the budget to tackle the migrant crisis. However, the true scale of these redeployments may only be realised when Commissioner Georgieva’s performance-based budgeting is fully underway. This exercise is expected to provide an evidence-base for deprioritising from wasteful and unnecessary budget lines. The proposal mobilises the Flexibility Instrument for the maximum possible amount (the annual ceiling is set at EUR 471 million in 2011 prices and any unused portion of this amount can be carried over for three years). This could hamper the ability to respond to unforeseen circumstances in later years, and could call into question the suitability of current MFF ceilings in next year’s mid-term review. Nevertheless, use of the Flexibility Instrument is something the UK has argued for before. Moreover, the extraordinary scale of the migrant crisis is a textbook case of an ‘unforeseen circumstance’ for which the instrument was intended."@en1
