"Although I can support some positive elements of this report, such as the call for more detailed information on ESIF take-up (para 5), the horizontal principles of quality and non-discrimination (para 8) and support for training and SMEs (para 46), I reject the call for Commission guidance on an EU-wide definition of marginalised communities and the suggestion that it is the EU’s responsibility to tackle social disparities, poverty and exclusion in Member States. Social, health, employment, education and housing and planning policies are areas of Member State competence and should remain so.
I would also contest the suggestion in this report that measures to tackle Member State economic deficits have had a purely negative impact on marginalised communities and fiscally—responsible measures to reduce public spending following the economic crisis led to higher unemployment, a lack of social security and housing and health problems.
An explanation of vote will be provided and roll call, separate votes used to highlight aspects of the report that the UK delegation can support."@en1
