lpv:spoken text	"I am supportive of the overall aim of securing improvements in interoperability to reduce the problems involved in online transactions across borders and sectors in the EU. However, I am very concerned that there was no accompanying impact assessment with the initial proposal, and therefore we need to ensure that the recommendations from the interim evaluation of ISA1 are implemented in ISA2 in order to improve its overall effectiveness. Impact assessments should be automatic when the Commission proposes legislation. While significant improvements were made to the text from both the Council and Parliament, I believe that ISA2 is still lacking a clear objective and failed to learn sufficient lessons from the first programme, hence my decision to abstain on this report."@en1
