"Mr President, this is a situation where, fundamentally, I voted against not because of a matter of sovereignty per se, but also because I think that we are taking the wrong approach. We need to take a carrot—not—stick approach to improving emissions. I look for example at various tax breaks and incentives which have been tried to make things cheaper for the consumer when they choose more efficient vehicles, and that is something which works very well indeed in practice. So I take the view that the carrot—not—stick approach works better.
The actions of Volkswagen were clearly appalling. The question is, was this something which was known about well in advance, and if so, why was it not brought to light much sooner? Finally, I would say that obsessing over the single measure of CO2 within the environment is something which we have done time and time again, and when we obsess about that one measure and forget – in the case of diesel, for example – the NOx and SOx emissions, we end up with a lopsided environmental policy when we need balance."@en1
