"Mr President, the more we learn about life and the universe, the more we realise that things are unplanned, spontaneous and organic – not just evolution itself, but language, society, law and technology. Only the European Union – or, rather, only a large and remote state – would presume to have an agency that could control the development of computing, cyber—crime and all the rest of it. These things by definition cannot be run from the centre. That is why they are so successful – precisely because they are decentralised, unplanned and crowd-sourced. ARTEMIS is a rather neat metaphor for what is wrong with the entire European economy. If you try and run these things from the centre – be you the best, wisest and most disinterested people – you cannot, lacking a panoptic view of what is going on, possibly equal the invigilation of a million consumers, each making a self—interested and rational decision."@en1
