lpv:spoken text	"This proposal repeals and replaces the current Union regime on the annual capping of national emissions of air pollutants, as defined in Directive 2001/81/EC. It ensures that the national emission ceilings (NECs) set in Directive 2001/81/EC for 2010 onwards, for SO2, NOx, NMVOC and NH3, shall apply until 2020, and it establishes new NEC reduction commitments applicable from 2020 and 2030 for SO2, NOx, NMVOC, NH3, fine particulate matter and methane, as well as intermediate emission levels for 2025 applicable to the same pollutants. While we have to face up to our responsibilities in this area, as an agriculture-based economy, this could entail disproportionate costs for the sector. Research work on mitigating methane emissions through changes in the diet of animals is in its early stages: this approach could offer solutions as a part of a wider strategy which must be in place to assist the agricultural sector meet necessary targets in advance of ceilings being set."@en1
