"Mr President, criminals do not respect national legal jurisdictions. Cross-border criminality is a feature of the modern world of increased travel and new technology. The number of prosecutions of serious crimes that involve cross-border cooperation between law enforcement authorities must increase in future. And, as the Commissioner has said, good cooperation between law enforcement authorities across Europe is an essential tool in carrying out effective and expedient investigations, resulting in the capture and prosecution of criminals.
The European Union Agency for Law Enforcement Training (CEPOL) offers a valuable platform for the exchange of best practice and skill sharing for all law enforcement officers across the EU. When it comes to the training and running of national law enforcement authorities, account must always be taken of, and respect accorded to, national sovereignty, subsidiarity and the differing pressures and crime trends in Member States, and I believe that in the area of police cooperation the EU should offer the hand of support rather than compulsion.
