"Madam President, I listened to the opening statements outlining the goals proposed and attempting to justify them. Quite frankly, I was aghast to hear some of what I heard. There is a famous author called George Orwell who would have been proud of what was outlined this evening. The feelings of those who are frightened by the contents of his book would have been substantiated. More control of the electoral outcome seems to be the goal: even less democracy, despite the calls for it. Just look at what happened recently in Portugal in terms of the election outcome there! Is the goal in what I have heard this evening, and what is being outlined, to ignore the will of the people and ignore a democratic electoral outcome? I have heard no account thus far of the scale of global cyber-attacks or personal ID theft, and yet we have this whole focus on electronic voting and suchlike. I am going to finish by saying that electoral law is a matter for sovereign nations, not for this Chamber – to which it is alien."@en1
