"The ECR is deeply concerned about practices by automotive manufacturers which have deliberately set out to cheat emissions standards. This is to the detriment of consumers and the environment, and unfairly damages the reputation of the workers and suppliers linked to those companies. As noted in its own resolution, the ECR is a strong supporter of carrying out investigations in the Member States into possible manipulation of the testing regime. We believe that once those investigations have been concluded, the Commission will be in the possession of facts and analysis that will help shape a reformed type approval system. Until those investigations are complete we do not believe we have all of the facts, and as such we cannot support a resolution which purports to know all of the answers. Regrettably the joint text adopted today puts forward unsubstantiated allegations of Member State and Commission complicity, and prejudges the outcome of those investigations by calling for the establishment of an EU-level type approval regime, wholly out of step with the need for a measured policy based on evidence. The ECR has therefore voted against the text, and commends its own resolution to the Parliament for a more considered view."@en1
