"Madam President, I take a very dim view of torture and anything which could be used for torture around the world, and I recognize the difficulties which this report is trying to prevent and protect against in that respect. With the issue of capital punishment, my views are also fairly well known: I am no fan of the death penalty per se. But, at the same time, I believe that it is the sovereign right of other countries across the world to make their own decisions as to whether or not they should or should not have the death penalty. I do not believe it is for us to impose a particular worldview upon those other nations. I also have concerns that, for example, America can no longer get particular chemicals used in executions, and now they are using methods which have actually ended up being more painful rather than less, so I have a concern about unintended consequences. Overall, therefore, I felt it best to abstain on this report."@en1
