"Mr President, I would like to thank the rapporteur for his courage in proposing that we should refuse to grant discharge for the EU’s budget 2013 in respect of the Council. It is usually so rare to see this place actually criticise an EU institution. We really do have a breakdown in communication, because the Council simply is not responding to questions: questions on spending and commitments, questions on building projects – like the Residence Palace; questions on administrative modernisation. I would also like to say that I praise the rapporteur for his unusual courage – but in this situation it is not actually quite so unusual, is it? Because discharge was not granted in 2009, 2010, 2011 or 2012 and we are still talking about 2013, as we still do not have the answers to the questions. It has been postponed whilst we wait for the Council to give us some answers, but it is not doing this. Either you believe in the European Union and its institutions or you do not. If you believe in it, then it is an embarrassment that this Parliament is being ignored in this way; if you do not, then sadly this is business as usual for the European Union."@en1
