"Mr President, I want to speak on the European Institute of Innovation and Technology (EIT) discharge, as I was the shadow rapporteur for the Agency. I would first of all like to thank the rapporteur for his cooperation on the discharge reports.
We initially refused to grant discharge for the EIT for a number of reasons. First of all, there was the 3% error rate detected in knowledge information community grants. Secondly, errors were found in procurement processes, and there were also some issues regarding staff retention. Since then we have had a progress report from the EIT, which shows they have made progress, and also recently I took the time to visit the EIT myself, and I heard and saw the progress which they have made. So, for example, as the Commissioner said, error rates are down to 0.9%, they put in place new procurement procedures, and they have also put in place new staff appraisal procedures, which will hopefully help in a reduction of the turnover in staff.
Therefore, when we come to the vote, I will certainly be voting to grant discharge to the EIT, and I also believe, when we get the Court of Auditors report for the 2014 discharge, that we will see the substantial progress maintained by the EIT."@en1
