"Mr President, I listened very carefully to the debate and particularly to what President Juncker had to say. I think that, while we might have been slow in responding initially, we were caught unawares. The European Union is making every effort to deal with this humanitarian crisis and I am quite sure the Member States are doing likewise. I know my own country, hopefully, is living up to its responsibilities. But we have to ask the question: why do the migrants want to come here? It is because of the pull factors: the quality of life, fundamental rights, etc. And why are they not going to countries like Russia, China or North Korea? I think this is something that should be borne in mind when people are criticising the European Union for its failings, rather than directing our gaze at those countries where the migrants would not want to go at all. And there are also, of course, as has been pointed out, the push factors. I am very pleased that we are now beginning to look at those and put measures in place to first of all bring peace to these countries and then help them to prosper."@en1
