"Mr President, the Syrian crisis is the root of two of the most serious global problems right now: the refugee crisis and the threat posed by ISIS. Russia’s latest moves in Syria are not helpful. They are likely to lead to more and prolonged suffering for the Syrian people. Alleviating those global problems requires tackling them at the source, so we need a policy that (a) stems the killing in Syria, the majority of which is the result of the brutal Assad regime’s aerial bombardment, (b) reduces the humanitarian impact, including slowing the exodus, (c) combats extremism, and (d) leads to a political solution.
We need to engage Russia and Iran to find a solution urgently. A no-fly zone is the first step to turning the crisis around. It is the only policy option that saves lives, reduces the exodus, reduces radicalisation, and also makes a political solution more likely."@en1
