"Mr President, I welcome the discussion on the death penalty as it is an opportunity for us to recognise European countries’ longstanding opposition to capital punishment. But I am here tonight to ask you to spare a thought for Ibrahim Halawa, an Irish teenager and the only EU citizen who has been held in an Egyptian prison since August 2013, who currently faces the death penalty. His crime was to exercise his freedom of expression by attending a protest. Amnesty has deemed him a prisoner of conscience and his imprisonment is, in fact, in contravention of Article 2 of the Euro-Mediterranean Agreement. So, while I welcome the comment from Mr Schmit tonight that the European Council is vocal on the death sentence, I would like to say that actions speak louder than words. Egypt is ranked seventh for executions, and only last week opposed a UN motion to prohibit the death penalty. It is now time for the European Union and the Irish Government to act on Egypt and to put an end to cases like that of Ibrahim Halawa, languishing in jail awaiting a death sentence."@en1
