"Mr President, if the European Union and the international community is to be successful, we will have to show that we have learned some lessons from the past, namely our own nations’ failings once again in post-conflict planning; how arms sales to Gaddafi from the European Union of more than EUR 800 million in five years came back to haunt us; how we must not let ourselves be complicit with security responses which do not respect democratic or legal norms – there must be no new Gaddafi; and that a moment of transition can itself be transitory. Benghazi, which was a symbol of resistance, is now one of destruction.
So today we must be sincere in seeking a peaceful reconciliation in the interests of the Libyan people themselves, and not only through the prism of controlling migration to our shores. That means support for security sector reform in future in relation to the country’s southern as well as its maritime borders, supporting its local authorities, and preventing groups from being recruited into ISIS-Daesh.
Europe talks about creating hotspots for migration control, but the consequences of the failure of democratic transition in Libya have created a hotspot for terror. What is needed now is consistent European effort to help turn down the heat in the politics of Libya, for its security and for its people."@en1
